Governor? Gearing?

Ok first post.

I recently found kart on CL and have no idea what brand or model it is. Got a new axle and bearings that fit perfect and say they are for Kartco karts. It has a 5hp Tecumseh Enduro with a 10 tooth clutch and 54 tooth drive sprocket with 13" rear tires. this gives a ratio of 5.4 and GPS indicates top speed is 36 mph. This calculates out to 5000rpm top end. Can I assume the governor has been removed? I didn't think these were supposed to run over 3600rpm. If the governor is removed, I'm sure it would be best to not run the thing wide open too much so as not to destroy the engine. I'm about 180# and it's pretty slow to take off and won't climb any hills from a stop. Can I assume this is due to the gearing, or is the engine just not making any low end power? thanks

Thanks all for the input. I do think its geared too high for takeoff and would like to setup a two speed jackshaft at some point.

I've got some more research to do on what I've got and what I need to make this work. If I can't fit a second sprocket on my engine or use a double sprocket clutch, then I will have to use 2 jackshafts. the first will have just three 10 tooth sprockets, the same as my engine clutch. One is driven by the engine clutch sprocket, and the others drive the second shaft. The second shaft will have the first gear sprocket on a sprag bearing and the clutch with 10T sprocket for 2nd gear and the 10T drive sprocket for the final drive to the 54T on the axle. Current gearing is 10T clutch to 54T on 13" rear wheel. I was thinking 10T to 30T to 10T to 54T for low gear which should give it a 16.2 to 1 ratio to get it off the line quick and max the speed at 12mph. The second shaft would be turning at 1/3 engine speed so for a 1200rpm shaft speed, engine would be at 3600. 3600rpm/5000rpm max is .72 which multiplied by the calculated max speed is 8.6mph. So this thing should jump off the line in first gear and shift into second at 8-9 mph which is about where it hits its powerband with the current gearing. I could use a slightly larger first gear sprocket, maybe 36T which would give it even better take off and then engine would be at ~4200 when the second shaft hits 1200rpm at 8-9mph still. Either would be fine, just need to source the parts, particularly the sprag(overrun) hub to mount the first gear sprocket to. I have extra clutches for 3/4" shaft and #41 chain but need to find the sprag hub. Anyone got a source?
