Yes its ok to spin the wheel when the engine isnt running. Theres a cluch in these so your not actually turning over the engine. But I find most people that ride these pick up the rear end when they move it around.

Actually, most of the pb'ers I know on another site use 25:1 during the break-in period for the engine (like the first 3-4 tanks of gas), then 32:1 afterwards. 20:1 is pretty rich on oil, and I know a few of the guys have run 40:1 and 50:1, but I think that's just too lean. I'm running 32:1 in mine, and it's doing okay.

it is a well known fact on many European 2 stroke bike tuneing forums
if you add more oil the engine will get les petrol because it is harder to suck threw the jets less petrol means running lean in worse caces detonation and burnt out pistons
also remember to use mineral oil to run it in then a good quality synthetic oil after the running in period

Just because Europeans make this claim does not make it so and is not well known to me. Quite the opposite.
How do the Europeans explain more oil in crankcase and in exhaust gasses when heavier mix is used?
Why would Clinton recommend a heavier mix during it's first hours of life and run the risk of seizure?
My experience tells me (and others) that this is completely and utterly bogus.
Unless I see empirical evidence to the contrary...it's pure misinformation.
My issue is not with you, but with the authors of this "known fact".

One would need to take a motor fitted with a CHT gauge, run it on 50:1 and observe temperature and behavior, then 16:1 to prove/disprove this.

I had/have such a gauge. Was for checking injection mold temperatures. Unfortunately it's in the land of Oz (Florida) at the moment.
