54 tooth is smallest Azusa makes.
Others like Premier or Horstman are 53 tooth.
Any smaller and won't fit on hub.

That's an easy one.
High hp/rpm engines.
Typically racing karts use between 72 and 60 tooth sprockets.
No bigger.

They could also use a bigger sprocket on the engine, if they so desired. No need for a smaller axle sprocket that way...

They use a smaller chain pitch so they can fit more teeth on each sprocket and have the same size as a sprocket with bigger pitch and less teeth. This means their gear ratios are finely adjustable-different ratios to suit different tracks and conditions.
