Basically how it worked here is you can take a driver's ed course at 14.5 years old, it costs $365 (!) and classes are like 6 hours every Saturday for a couple months. At the end of the course, if you're 15, then you can take the written permit test. Then you complete 6 hours of behind the wheel training with the driving school. After that, you have to have the permit for one year, and complete a driving log of 40 day hours and 10 night hours with a parent in the car. At this point, you can go to the DMV, and do a driving test with them, and if you pass, then you get your license.
AND THEN you can't have anyone besides family in the car with you for 6 months, then only one or two passengers for 6 months after that. There is also (supposed to be) a curfew for those driving who are under 18, never seen that one enforced though.
