I have a 100cc dirtbike that has a glass oil level window. I have a few questions, does it matter if i put about 50mm too much oil in? and do i measure the oil level when the engine is running or off?

Of course it matters if you overfill the oil level any bit too much. There is a full mark for a reason and 50mm is like 1-1/2" which is way overfilled. You check the oil after the bike has been sitting at least 3 hours with the engine off.

empty it to the full mark before you run it more, i have the same bike engine in my gokart, check the oil after its been sitting a while. It is kind of dumb tho, the engine takes something like 850ml of oil and a quart is around 950ml, i wish they had just made the engine require 1 quart.
