if you talk about fuel efficiency per combustion volume..
yes 4 strokes are more efficient (generally) than two strokes.. (exceptions are a possibility though)
since same combustion volume two strokes roughly need twice the rpm than their four stroke counterpart.
BUT if you take power to weight power to combustion volume into account however you might get out of reach
very quickly...
an old 100cc two stroke (kart enigne) happily stables 13-16 available horses stock
(new 250cc kart engines crack the hundred horse mark easily)
comparing that with a 200cc kart engine providing roughly
half the power at half the rpms (much simplified)
running both for the same amount of time both would use about the same amount of fuel
BUT the 2stroke would still apply twice the power!
So yeah... meh...

PS but true.. a four stroke can be throttled down to minimal fuel consumption
far below what a two stroke might be able to..
so you all love 1l turbo charged four stroke engines, right?
an nobody would want a V8 6l providing only three times the power of aforementioned 1l ..correct
