can you mount a tc horizonal on a hf 6.5 engine

Horizontal is fine. Why do you think that it would not work horizontally?

Unless you are asking if the plate will mount horizontally, in which case; you can make it fit if it won't. I did.

The whole assembly including the mounting plate is 13 inches.

Any angle needed with a little creativity. It doesn't matter if the driven is mounted forward, or rearward, or on top, or underneath the driver.

I have mine horizontal with the driven towards the front of the kart and have ZERO complaints about it. The kart I bought it from had the motor up higher and the TC vertically mounted downward above the sprocket. As long as the backplate bearings don't hit the block, it will work any direction.
