Dude.. I really think you need to re think the whole motorized contraption you got there...
Why not go for a somewhat different approach...
A few years ago I had posted a thread on this sport I had found out about, I think it was from a kid PAFR'ing something like what you are doing...

A Ligiron... A down hill kart, made of bamboo or wood. Fastened together with some screw/nails/rope or anything else... wooden wheels and shod with the tread of a bike tire(motorized or not)... In other words... that thing without the motor, trown down a hill...

Years ago a workmate of mine, he's from the Philippines, he says thats how it is in the mountainous parts.... its a traditional sport, its really crazy, and dangerous.....
Some parts they go on the road.... and without brakes its insane...
People are getting better with safety, like wearing helmets and better clothing, but it so hot and humid it gets usually unbearable so clothing is usually the minimal...

I originally intended to go 40 with a stage 1 kit on it, now after sitting on it once and having the whole frame bounce up and down as I got on and off, I'm thinking a 30mph top speed would be best, of course, if anyone would want to go that fast lol.

You may want to try and add a board on edge to stiffen it up unless you're not apposed to a piece of angle iron.... even a length of old bed frame would help alot.

Personally i think 10-15mph would be a more realistic SAFE goal.

I was wondering about how to remove the governor, I heard that it could cause the engine to explode but I'm not sure that's true, I just want this thing to be "safe"
