So I thought about it for a minute and what if I made a intake scoop with a throttle outside the carb and just made the built in throttle wide open but had a scoop like this (custom made of course).

Uhmm, no.
It would render the throttle butterfly in the carb and the idle circuit useless.
You can do a scoop(think C&C Drag Rail), but with the butterfly mounted in it, it's not gonna work.
So basically, it wouldn't idle without messing up the high speed mixture.

why not just sync the original butterfly with the flaps?

using the butterfly control arm as a base,
then a bend wire from there to the control arm of the scoop flaps.

that way the carb is working as it should be and you have the looks of a working scoop, no?

Sid thanks for that I haven't started because I'm in school and I needed some help with making it work but that's really smart and it will probably work

That’s the best way it can be done. Most cars are like that unless they have what’s called an injector hat ( think too fuel dragster ) and the work great.
