Belt help - hammerhead

Hi,

So I picked up a used hammerhead 80T for my kids. I thought the belt was too short because it was moving at idle. I picked up a Rotary 13053 belt because I saw it cross references on the following website: http://www.gokartmasters.com/hammerhead-80t-go-kart-belt/

However it still moves at idle. Here is a video of it.

As you can see, the motor needs some work. It only starts with starting fluid. I figure a new carb is needed. The exhaust is a straight pipe with booger welds. Also the right rear wheel is bent - see it wobbling. (i did take it off and the shaft appears fine when spinning.

So is the belt the wrong size? Could the previous owner done something else to it? I don't want to keep buying belts....

I am new to buggys and could use alot of advice!

Sounds like idle is too high and appears to be running lean.

Thanks for the reply. Where can I get info on setting the idle to proper specs?
Could another influence be the spacing of the two pulleys? I might be recollecting wrong that the pulleys are on a "backing plate" that keeps the distance static? Sheesh - lot to learn... :)
