I'm really thinking it's just the governor adjustment that is off. The proper way to adjust that is to loosen that bottom screw on that long governor lever on the shaft that comes out of the crankcase until it is completely free. With the engine off....open the carb to full throttle and then retighten the screw. You might even take note of which direction that would be and make sure the shaft is as far as is can go in the other direction.

check this if it is missing up anything on the carb, for it may be the reason that the carb is not closing all the way.

I took that off to release the cable tensions to make sure that the cable wasn't stopping it from closing all the way.that's just the cable mount.

somewhat how you adjust it, you really can't tell what the gover is doing on the inside of the engine. but it should be more thin fine, so yea simplest way. i do it all the time.

update 2-10

OK... long time to update been busy on my other Frankenstein of a project( battery powered snow plow)

finally got to look at the stuff you guys told me and found two things #1 the governor was from what I believe adjusted correctly already and #2 the reason for the throttle issue was a set screw on the actuator assembly that moves the lower spring on the governor. once I adjusted the set screw it relieved some of the pressure on the spring and allowed the throttle to close fully. unfortunately it ran out of gas before I could test to see if that fixed the concern.... im hoping that's all it takes ... fingers crossed ill update again once I recheck

OK!!! so its definatly not surging anymore.... but its definatly having stalling out concerns. here are some videos. cant seem to get it to stay running. I have adjusted that throttle stop and it doesn't help. it either stalls out or with the stop screwed in it just runs at a high rpm.

in this second video once it stalls out I happen to touch the pulley and it was really hot to hot to touch. could the pulley be part of the problem?

first, the driver doesn't fully retract, that's why it's hot (it rubs on the belt)
open the bell and check the two springs inside,
clean & dry lube the contacting surface (inside of the bell)
reassemble.
The outer sheave should fully retract INSIDE the orange bell
(@.20 in your second video you can see it's almost a cm out)

Your engine sounds like it's running too rich,
remove the spark plug and check it's color (take a picture and show us ;))
the ceramic part should be tan in colour, not brown nor white.

OK. ill disassembly the converter and clean and lube it. anyone know what model that might be? I just bought this kart so I don't know what model the converter is.

So took apart torque converter found a spring not attached and loose. Cleaned it all and reassembled. Looks better now....

Spark plug was black hit it with spark plug sandblaster and it cleaned right up... here after pic. Forgot to take before

Black is rich- too much fuel. There's your boggling stumbling diying at idle issue.

Now to figure out why.... gonna pull carb and clean and check float. can't find the engine model #'s so im hoping 6 hp tec. carbs with a manual choke are all pretty standard. so I can buy a carb kit.

Before you end up bent on the idea that it's running rich, remember it's history. In testing, it was run with the choke closed, much more than it should have been. This will account for a black plug.

Now that it is clean, retest.

Defiantly will retest. The guy I got it from said he rebuilt the carb. So im wondering if he screwed up
