has anyone converted there Scrub brakes ( I beleave thats what they are called) to band or disc brake? Is it hard, and would I be welding? Thanks

Has anyone used tires from Harbor Freight? They are very well priced, but I'm afraid that that you will get what you pay for. I am fixing up a Manco Stinger with my nephew so we are on a budget. Any suggestions?
