Caliper actuating arm may need a spring. Going to probably take a little DIY trial-and-error to get this right-"ish". Clevis pins can connect to the arm and maybe the cable. Does moving the actuating arm clockwise (as in the picture) move the pads in the right direction to squeeze the disk?

Cheap Chinese TC? / A lesson in rushing purchases.

Getting "proper" cable travel is a trial-and-error process in many cases. From the carb you can roughly measure how much the cable itself travels from closed to wide open throttle (WOT). Translating that distance to a cable end at the throttle pedal should be relatively simple.

Cheap Chinese TC? / A lesson in rushing purchases.

This component circled below should not be and does not need to be replaced. The cable should slip inside of it (blue arrow). Pull it out of the metal bracket holding it (opposite direction of blue arrow) should be a slot in it (or it will be 2 pieces) to allow the cable to slide out...

How do I place my suspension for a rear swing arm setup?

Welcome and thank you for the MS Paint, my personal favorite. I would suggest you actually make multiple mounting points, both upper and lower if you have room. This is the essence of DIY, Seat-of-the-pants engineering. You could just drill holes in some angle iron, mount them on the swing arm...
