No bearings??? next-level Chinese cheap right there. That would be a bad situation if that journal wears out. Recently had to deal with a worn '92 xr600 cam journal smh $400 later. I hate journals its not that expensive to put a bearing in! at least put a bushing or babbit style bearing, but NOPE!

Try the predator 420 big block with a 40 series CVT, tons of power out of the box. Also, why are you choosing aluminum? and do you have experience TIG welding?

Just spitballing, but try: 1. Adjusting the air-fuel mix 2. New carb 3. adjust valves 4. check timeing 5. replace the coil 6. check flywheel key 7. gap the coil 8. Check gaskets 9. check valves 10. check compression (engines with blown rings will run but only at higher rpms, my experiance) 11...

try disconnecting the throttle from the governer linkage and starting it that way

Try cleaning the carb (or getting a new one), adjusting the air / fuel mix screw, jetting the carb right, and adjusting the valves.
