    OK, my next suggestion is to completely cover/plug the carb inlet with your thumb while cranking. If it starts, then the choke function isn't working, which (according to this check sheet) would indicate some dirt in there somewhere.

    REading back through, your choke isn't choking like it ought to. Pull the air cleaner clear off and see what it's doing while you crank.

    Before you throw money at it, pull the carb off, take it apart, and give it a good cleaning. Odds are there's a tiny bit of trash blocking a passage.

    Yup, you've got something blocking the idle circuit - which can drive you absolutely insane sometimes... Replacement Walbros are out there, but you'll never know what jets are in them, no matter what the descriptions say - which is why I've got a collection of parts for them, lol.

    Surging (especially at idle) indicates a lean condition. Does that one have an idle mixture screw, or just an idle speed screw? If it's a Walbro LMK, I've got a bunch of carb bodies, parts, etc for them - yours if you want them, just pay postage.

    How do you tell you can weld this metal/bolt/part

    If it's galvanized (silver colored zinc coating), the fumes from welding are poisonous. Otherwise, the only way I know of is to do a test weld and see.

    Update: Tried boiling it and another round of cleaning - no joy, so I got a new carb via amazon. It'll run without the choke on now, and the idle mixture screw is awesome, but it's still not making power like it ought to. Taking a deep dive into the ignition is next, i suppose.
