Unscrew the idle screw then remove the pilot jet under where the idle screw is. It's black with one or two o-rings. Spray some carb cleaner through the small hole going through the center of the jet along with a fine wire. If the pilot jet is restricted, the engine will surge.

Try the latest schematic I sent. Every ASW 150cc buggy I've worked on shipped with a DC CDI. The stuck kill switch was a good find. Check all of your grounds, they're usually green wires. Disconnect and reconnect every plug. A12 volt test light is a must with these things. You'll get it going...

Hopefully when you take the time to breakdown the tires install tubes then put them back together, one or more tire doesn't pop split. There's no price on safety. It sounds extreme but why take the chance?

I would go with new since that size is inexpensive. Why ride on unsafe tires when new are reasonable?

I don't see any slack in the chain. There MUST be some slack in the chain for it to work properly. If you don't allow for some minor flexing and movement the chain will skip and pop.
