My first question is how tight is the screw on that holds the clutch assembly to the engine shaft? It seems if I crank it on, the clutch never disengages(tries to roll on idle) and if it is loosened just a bit then the kart will idle with no issues.

What would the springs and shoes sitting right look like? It looks symmetrical to me. Is the bushing you're talking about located on the inside of where the outside sprocket part slides onto the engine's shaft?

It really tries to speed off then. I turned the engine off and then pulled the rope and my driven wheel spun with the engine. I guess my clutch is engaged and stuck there? How would I remedy this? I've already cleaned the clutch(did it prior to hooking up the engine).
With the wheel chocked it still tries to run away. The driven wheel tries to climb over whatever I block it with. So I should test it with the wheel in the air?? I did that before and the wheel still spun.
Well guys I ran into another issue. I hooked up the throttle linkage to the cable and mounted the engine.
The engine started normally, but the idle was a bit too high(the driven wheel was trying to turn) so I turned the idle adjustment screw counterclockwise to lower it(tried it a few times...

By sealed, I mean the plug wrench was in a ziplock bag, and the box was taped up well. Doesn't say REMAN or anything like that on the recipe and I bought it for full price.
Yes, it came with oil in it. I unscrewed the plug opposite the dipstick and tilted it. Oil came out. It came with the wrapping, Styrofoam, plug wrench, and manuals all sealed up.
I'll check the screws on the carb and the spark wire.
