I was gonna suggest going electric, considering it will be for a very young child. 250 watt motor at 24 volts should move him right along. Should be easier to limit top speed also. Good luck with it.

This is not exactly what you asked, but here is what I did with my Daughters 4hp briggs after giving up on the pulsajet. It is a pz19 carb, $16.95 total from ebay, with a custom made, wood intake manifold. Wood because i don't have a welder yet. Runs really good, idles nice with good response.

Before you do all that, get rid of all metal hammers in your shop:roflol: ETA: Sorry, couldn't resist!! I've done much stupider things
