Check to make sure that the air box doesn't interfere with any of the linkages. I had a powerwasher that acted a lot like that. Turned out the choke linkage got bent just enough that it was always partially on.

I finally pulled the trigger and bought a used kart from Craiglist last week. It's a Manco Intruder II 617C. 7hp Subaru engine and 30 series torque converter. The engine runs but I was not able to test drive it due to a broken belt. Supposedly the kart was kept in a garage when not in use...
