If I'm not mistaking that's a Tecumseh Powersport..
DO NOT connect the throttle to the butterfly if the governor is still installed,
instead connect it to the levers that go to the governor
there should be plate beneath the carb and a lever on the flywheel side..
take a pic of those and we'll tell you where to connect (since I don't find the manual atm)

Oh found a 'spring' pic..
see the clamp on the right upper corner of that pic with the brass screw?
that's where the cable sleeve rests
And you also see that footshaped lever (above the 'Tang' label in the pic, with the drilled toe)
that's the part that needs to be actuated.
easiest is to slide in a barrel shape cable end (needs to be large to lock in properly)
into the large hole right next to it (it's the same piece)

For the brake:
most common cause for sup-par braking power with a single piston caliper like yours is
- apart from a worn down puck - the caliper bracket
Or rather the caliper not allowed to move freely inside the bracket to align with the brake disk.
since that literally cuts stopping power in half
(only one puck rubbing against the brakedisk instead of both)
