very likely normal yes...
the motor you got is still unknown..
since I cannot find the auction you were talking about, I have no reference to go by.
the ONLY 26.6(well 26.7)Amp zy1020 I am aware of is a 36V 750W motor.
since you say it's a 48V motor...
that 26 Amps must be assumed as the peak amps for now (< 10 sec)
soo we can assume a constant rating of maybe 15-16 Amps or so
which would put your motor in the 700-800W of ELECTRICAL power total...
further assuming 85% efficiency it's 650W of mechanical power
So yeah maybe 2Nm of torque
scaled by a factor of 7.2:1 makes it 14.4 Nm of Torque at the rear axle
with your 18" wheel (a lever of 9" or 0.23m) you can stop that with
only applying a force of about 3 Newtons (~30kg or about 60 lbs)
No big deal.. if your kart/bike is on the floor you can certainly stop it from moving forward just by holding it.
(assuming you weigh more than 60lbs and can lift your own weight

PS all the above are assumptions based on the little info we have... but it should give you an idea
