Drive it a few times. The brake material needs to bed in, and the band will bend and stretch to conform to fit the drum and kart.

When I bought my Yerf-Dog one of the first things I replaced was the brake band.
I save all my receipts. Went and checked last night after seeing his picture. It was a 4" band. I think he has the correct one on there. Drive it and break it in a little.
