Would this be good for a go kart motor and controller?

Probably not. The motor is an integral part of the drive train and is mounted to the rear end. The motor does not have a bearing on the output end and has a female spline on the shaft to connect to the gearbox.
However.... That is a good price for that vintage EZGO golf cart. Without the batteries and charger, you will have some costs. If the controller is the old resistor type, that will be a problem too.
