If the rings were getting gunked up, the could have seized up from sitting. Rings actually need to be able to move in order to seal. The good news there is that there is at least a possibility that removing the rings, cleaning them and the grooves in the piston, and putting it back together may be all that's needed.

As for the compression tester, any automotive type will do.

I rented a compression tester from the local auto parts store, but they didn't have a fitting the correct size for the smaller spark plug hole. There were all screw in type. I am assuming that is the only type, just different sizes. Nobody there knew where to find a size smaller than what they had.

Wow... There used be a type you could get with a push-on rubber cone that you would hold in place instead of thread in, but I assume they didn't have that either.

I still have one. While they do tend to read a bit low to to some inherent leakage, they're handy as heck when- well- you haven't got the right fitting... right?

There is a harbor freight about 45min away from me. You think they would carry the right size adapter? I figure if I can get a compression tester, test compression, and double check that the valves are closing completely, I can ensure that I am not tearing the top end apart for no reason. Its not gonna be a lot of fun either way.

Did you see the link I posted? That kit has 4 screw in adaptors & two rubber cone adaptors; you should be able to get some sort of reading out of it...
