Hmm any other ideas on how to make speed go up? Not that expensive either?

Bigger wheels/tyres, but that would also effect your gearing.

Other than that, higher RPM (do hondas have governers?)

Wait & see what toystory has to say.

Toystory say:

It would help a little to know the rear tire diameter, but I agree with several things said above. With your current 5:1 ratio, you're pushing your luck already as far as higher gearing.

Read up on governor removal- there's a TON of threads and posts on this. Also- you don't have to remove the governor to buy a few extra RPM. Adjusting it can bring you up as high as 4000-4200 RPM which will give you a few extra MPH. Look at the factory hand throttle that's mounted to the engine. Behind it, you'll see a screw with a spring wrapped around it. You'll see that when you push the hand throttle to full, it rests against this screw. This screw sets the governor's upper limit. Removing this screw completely will allow maximum GOVERNED RPM to increase somewhere between 400-600 above the spec 3600.

Try what Toy-Story said, and if your willing to put the money in you could get upgrade parts for the engine,

One last question. By taking out govenor will it ruin my engine?

To be honest, it is risky. Without an upgraded rod, and valve springs, you can put the rod through the block. To be honest though, it's never happened to me. I'm not too worried about it.

Again I say, read up on it. Doing a forum search on governor removal will reveal a lot of info. This is not a topic that can be sufficiently covered in a couple of short sentences.

Removing the governer won't do any damage, running the engine flat out for too long will do that...

It can, if you are under special circumstances. But remember, is this a pre 2011 engine or after. In 2011 Honda started to put coil and flywheel rev limiters.
