Why does my Tecumseh Powersport start at such a speed that the clutch engages?

I have a Tecumseh Powersport that I bought a few weeks ago, when I bought it, it had a broken throttle cable, I drove it without the cable, and as soon as it started, the clutched engaged (this is a throwout clutch by the way). I Didn't think anything of it, as I automatically thought it was the missing throttle cable. I got the new throttle cable, installed it, and started it. The clutch still engaged as soon as it started up. I don't understand why this is occuring. I feel it should start at a certain RPM, and when you push the gas pedal, the RPMs would go up, causing the throw-out clutch to throw out, and the cart start moving. Instead, as soon as you pull the ripcord, the cart starts moving. I did notice that the clutch is disengaged when the engine is not on, it just freewheels. I have no idea what is happening :huh: , and any help would be awesome. Thanks!!

Your idle is too high....look at the top of the carb...you should see a screw....first...it needs to hit the stop....(if not...your linkage is holding it open somewhere) . Second ,if it is....you need to back it off....
