So I am having trouble figuring out what is the next stage of my build. I have access to a motorbike engine that only needs an exhaust and Im not sure what is the next stage of the build. Maybe the frame?

If you don't have a frame, there is no next stage....so yes, you need to look at a frame now. Post some pics of the engine and tell us what it is

Without a frame, there is no build. You are just collecting parts. And that is a great start! I'm building 2 karts with dirt bike engines, so yes, it's possible.....
