I bought a set of tires for my cart and took them to a shop to get them mounted up.

They got them on the rim no problem but they were unable to inflate them. The shop says they can't inflate them because the tires were deformed from shipping.

They tried and can't get them to take air. Now I don't think I know more than the shop, but when I've had to put a wheelbarrow wheels on and I've used a strap to compress the tire while hitting it with air and it worked just fine.

So, any suggestions, am I on the right track?

I looked at them when I picked them up. The tires are a bit gnarly and won't compress with just a tie down strap. Somebody suggested the use of either to put them on, you know, like they do when they put big tires on a truck.

Sounds scary / dangerous to me.

I've seen it done, but I would never endorse it. It has some very scary potential. Some things you can try-

MORE than one strap.
HEAT the tires gently by leaving in the sun all day, or next to the woodstove, or whatever.
STUFF the tires with something like rags, dowels, anything you have on hand so that as it HEATS it helps introduce the proper shape.
Cut the bottom out of a plastic 5 gallon bucket. Then slice it from top to bottom, creating what resembles a large piston ring compressor. Use that in conjunction with a couple of ratchet straps to force the tire to shape.
Use (borrow) a bead blaster.

small ...go kart sized bead blasters are simple to make ! don't know what i would do without one ! well....really...before i made the blaster ..i used to just put tubes in them. made life much easier!
