They guys at OMB might know what it is, but they won't value it for you... however knowing what it is would help. You know, it could be something rare and worth saving. You never know.
That is a Tecumseh engine--most classic mini bikes were powered by Tecumsehs. Probably rebuild-able.

But presently, that's pretty junky. $50, at best?
