That karts been left outside to rust and had a very hard life, kinda looks like that frame is twisted from a bad wreck too. I'd pass at any price and keep shopping around, you can find older racekarts similar to that one in much better condition that are complete & running priced the $300-$500 range.

With all the missing/damaged parts, you'd probably end up investing more than that even if you got that kart for free...
