The wheel was wobbly and when I took it off I noticed this part is messed up. What it is called?

That is guts from inside the tire wrapped around that spindle

You can see the old bearing inner race! Yank all that tire gut off that spindle and it’ll be nice an clean again! you will need a new wheel! Think the tire melted it’s insides and left them on the spindle...but the tire itself is not on the spindle anymore so now just cut and hammer all the guts off... < there’s a joke in there somewhere...

In the most caveman way possible imagine the arrow is metal and you hammer that arrow till that sleeve and everything pushes right off the spindle.

Where is the best place to buy a wheel?

Those are the remains of two bearing races (inner and outer) and what looks like a bearing spacer between the two. Sheesh, that is some catastrophic damage and neglect, actually. Did you ignore the issue until it destroyed itself?

Let's see the wheel itself for any damage. It might be okay or safe to push in some new bearings.

Where is the best place to buy a wheel?

Anywhere? The interwebz is your friend. I don't even know what kind of go kart you have.
