What you have got to do is test for spark by taking the plug out, and while keeping it in the plug boot and holding the plug against the block, pull the starter. You should see a spark on the plug.

The second thing to check is compression. Put your finger over the hole that the plug goes in and pull the starter. The compression should blow your finger out the hole.

If you have spark and compression, then test to see if it is a fuel delivery problem. Put a teaspoon of gas in the plug hole, put the plug back in and try start the engine. It should run for a few seconds until the gas is used up. If it does this, then you have a fuel problem. Clean your carb, check fuel lines for wear etc
