I have a tecumseh 6hp and have got the motor running pretty good but have a problem on my take off. It has a comet TC with the belt system going to a driven side with a chain drive. I did tighten the chain by sliding the motor back a little and think it might be a little too tight, would that cause the cart to jump forward 2-3 times until it is engaged and takes off fully. I would like to get a smoother take off from a standing start. The pulleys are lined up as close as possible so I don't think that's the problem. Anyone have any other ideas?

Definitely loosen the chain. There should be at least 1/4" of play in it. Make sure you watch it too, though. Sometimes when you tighten the bolts to the motor the chain tension changes.

Clean and service the primary clutch.

Already done, lubed it with Dry Graphite Spray, cleaned the two surfaces on a bench grinder on wire wheel side. Not sure if I can do the same on the driven side? I have not tried to take it appart to clean the surfaces.
