That's a ZBOX engine, tons of them over here in Aussie land. Just a Chinese engine that comes in a conversion that is sold for an extortionate price. Certainly not vintage, bloody gutless too, heaps of ****, a whipper snipper engine powered bike would out run one.

A google search should reveal a fair amount about the frame.
