As the owner of a 2002 H-D myself, I say get the bike out and resurrect it as is!!

Yeah I need to get It goin again but seems like none of my old Buddy's ever wanna ride anymore. (traffic is freakin insaaane here). I might move out in the country pretty soon and I'll get her goin then for sure.

Doesn't count as a rebuild then, you just replaced some parts and added some paint.

If I get a vertical v twin w/ full pressure lub cab can I just re-route the oil pick up and run it as a horizontal?

Dry sump is an external oil reservoir tank instead of the normal crankcase method.

One method would be to corectly relocate the oil pickup. Tap into the oil galley after the pump, run this into the top of your dry sump tank, and then connect the tanks (bottom mounted) return line back into your engines oil galley thats feeding the engine. The tank, cap and lines would have to hold pressure. Theres a lot that could go wrong here and I'm not necessarily suggesting you should attempt this, I'm just answering your questions.
