I have a question if you use helicoil in a hole say in a cylinder head stud hole are the factory torque specs for the bolt that threads in still accurate?

yes
for these smaller engines anyhow

I know this applys to UNC grade 8

Get a standard nut for the bolt u have
the amount of thread on that nut is the same thickness as the dia of the bolt
So it is the strongest it can be

In other words getting a longer but makes it no stronger as it is on the fine line of stripping the thread or snapping the bolt

I've never used a helicoil before but I am curious what the function of a helicoil is.

Its for if you have a stripped thread, the helicoil is an insert piece which is threaded on the inside and outside. In the case of this tutorial he has a stripped out bolt hole in his engine, he simply drills it out to a slightly larger size, rethreads it and then threads in the correct helicoil. If done correctly the original bolt could probably be reused as the new thread should be the same size as the original.
