TSC Helix 150cc go-cart stumbles on acceleration

I have a Helix 150cc go-cart that bogs/cuts out during acceleration.
I have replaced the carb, air filter, fuel filter, added a hi-perf CDI, and new plug.
It will run fine with no air filter, but with the filter on, the motor will cut out like its running out of gas when you stomp on the gas pedal.
Any ideas?

There's a diaphragm-type fuel pump on the bottom of the tank. Could it be bad?
