you could do the two speed belt tensioner using one lever by setting it up a few ways. the simplest would be:
first section:
the shift lever has a push rod attached to it.
this push rod pushes (or pulls) a lever fixed to a small rotating pin/axle/bolt.
so when you pull the handle towards you it rotates the shaft in one direction, when you push the shift lever away from you it rotates the shaft in the opposite direction.
second section:
on this rotating shaft is 2 levers (not including the one mentioned above) one faces forward, the other faces backwards (in other words they are 180 deg apart, or opposite).
fixed to the end of each lever are belt tensioner, tensioner A is on the left side of lever A, tensioner B is on the right side of lever B, so they each tighten different belts.
when the shaft is rotated cw, one pulley swings up to tension the belt while the other swings down, when the shaft turns ccw, the opposite happens.

. you can make it much more complex, but thats the simplest. you would probably want to be able to lock the lever in place, but there are many many ways to do that, you can probably figure something out.
