I disected the Fuel Cap last night. There is no way for air to get in.

Wow, leave it to the Chinese to design a non-venting fuel cap (it may just be defective). Perfectly describes the problems earlier in the thread too, notwithstanding other issues that may be contributing.

You do not need such a large drill bit, if you have a pin vise you can get tiny bits to use, small as or smaller than a straight pin or needle. Smaller hole means less evaporation of the "precious juice" ⛽

Most caps have a vent hole in the top but have a 'buffer' (paper/cardboard or rubber) between the top of the cap and the opening to prevent the ingress of rainwater or debris.

For Sure, the smaller hole is fine. Plus less dirt/water in the hole. The groove in the cap would be the best, although harder to do, the way it breathes under the cap. No dirt or water can get in. There is a spring, ball, check in the cap. This should not let any fuel out, also keeps fuel from running out in case of a roll over.
