Trailmaster cheetah 300ex gear

I was driving through texas 3 weeks ago and stopped in at 360 powersports, ended up leaving with a trailmaster cheetah 300ex, supposed to be top speed around 40, also I have a trailmaster 300xrs4 that runs around 50 , ok back to the cheetah, I bought this unassembled in the crate brought it back home to missouri got it all put together started up runs great, as I drove it the rpms kept climbing but the mph didn't much now that the engine is broken in a little I ran it faster and the kart tops out at 23 mph at 6500 rpm I'm thinking clutch is not climbing the belt, not at all the problem, the drive gear on the axle is a 8-bolt hole 46 tooth gear 9" with a 10 tooth at the gear box so explains the low mph, the parts manual says it's supposed to be a 39 tooth 8" gear , so I emailed tech support at 360 powersports, because they won't talk to you on the phone, this went on for a couple weeks now, I sent video and pics, and today they responded they talked to trailmaster and that's the way that one was built and there's nothing they can do. Anyone have any ideas? I can change the gear if I can find the right one
