Not really...
you could adjust the preload of the driven spring (there are three holes for the spring in most cams) the first jumps into highest ratio as quickly as possible "speed mode" , the second is the nice default and the third will keep the TC as long as possible in "torque mode"
but frankly if you say MUCH too quick, it'll not going to help much I'm afraid.
A TC is basically LOAD BASED... means as soon as the engine has the power to accelerate it will.. and if top speed is reached for a particular internal gearing, and there's some torque left, the TC will shift up. (which in fact means it'll speed up the kart)
And as soon as you lack torque, it'll shift down either down to the point it has enough torque to move or into lowest gearing possible.
Frankly.. a condition where the TC runs in any intermediate seting for a prolongued period of time is unknown to me..
it's either low or high nearly 99% of the time as far as I'm aware of.
I think you'd need to climb a steep slope or do some log-crawling to actually 'see' it in mid-ratio.
