theres 3 holes on this driven for the spring, I understand it is for adjustment, and I have read a little about it, but it is still unclear to me. The spring is in the middle currently.

Now, putting the spring in the "Low" hole would do what? increase time in low gear? and putting in high for quicker times to high gear?

Also, what would be a situation that I would have to change the spring holes? I don't think I need to yet, but when the time comes, I would love to know.

The tighter the spring, the more resistant it is to climb in gear ratio...so it will keep the RPM higher. if you have it too loose your ratio will jump too quick and bog down the engine.
