I cleaned out a B&S 3.5hp metal gas tank with 2 x 3-day soaks in vinegar and while most of the 'scale' came out I still see rust. My question is do I absolutely need to seal this tank? The commercially available kits were just too expensive for the value. Once I can show that I can get this engine started (carb rebuild), I can always go back and reseal the gas tank. Opinions?

I suppose you can get by with the decent results you got AND keeping ethanol blended fuels out of the tank. With ethanol it is always drawing in moisture since it is a hygroscopic chemical. If you don't take this precaution it will keep rusting the tank.
This POR15 tank sealer is all you'd need (one pint can) since you've already done the de-scaling, and it can do more than one tank since you add it, roll it around to coat all the sides then pour the rest back into the can -- https://por15.com/collections/fuel-tank-restoration/products/fuel-tank-sealer?variant=39607016947879
I think it is the only way to deal with old stuff with rusty fuel tanks.
Not unless he can get a new tank for 15 dollars or something, and that's really not going to happen with such an old engine.

well. Denny ....O friend of ma childhood ....I'm just not a fan of old technology. Usually old is not reliable ( like me), old take too much work and money to get going ( like me). and girls don't pay attention to old (like me).....and we don't have time to waste on rust...(like me)

Red Kote is another tank sealer I see used here and there and recommended by others; it is "old school". I just did a web search and there's tons of tank sealers I have never seen before. Sheesh...
Why Red, what a horrible thing to say! It can pull me along just fine and I might add, I am not 350 lbs (morbidly obese). If you do tip the scales, you have my sincerest regards.
That size engine is great for classic minibikes (with 5" rims and fit in car trunks) with small frames and for for karts that pre-teens ride.
