So I have a streaker kart with a 54 tooth sprocket and a predator 212cc engine. I plan on getting a 11 or 12 tooth clutch. What would be some good wheel/tire recommendations as far as size is concerned to have a nice balance between acceleration and top end?

http://www.diygokarts.com/speed-calculator.html try this, it can help you immensely. the setup you have i would keep the wheel/tire size relative to stock, like 1-2 inches bigger than stock. that frame is pretty big, so you gotta keep a ratio close enough that wont be leaving you with a trashed clutch every 5 minutes
stock for these guys is 16x6.50x8, with an 11T clutch and 54 sprocket that is 30+- MPH at 3200 rpm.
-maybe try a 17 or 18, or keep the 16's and use a 12.
