Hi guys.
Brand new here. I’ve been online looking and looking and can’t seem to find anything useful.
We recently got my son a Coleman K196 go kart. It ran very well for a while until it didn’t. It sat over winter and I’m trying to get it going. The carb is clean, bowl and everything move around freely. Oil is new. I’ve narrowed it down to the arm underneath the gas tank. I can get it to run fine holding the throttle, but when I let it go, it springs to full throttle and runs great. It’s like the arm doesn’t stay where it should and won’t let it idle. I’ve tried turning the arm and everything. I’m posting a picture that shows what I’m talking about.
Is there a trick to this thing?

thanks for the help.

Totally confused about what you have hooked up there. The arm you refer to, is that the governor arm that's circled in blue? You're not supposed to even touch it, it moves independently by itself via the twisting of the governor shaft it's mounted on, and that doesn't happen until you reach 3,600 rpm. The only thing that should pull on it is the springs attached to it, and when it moves on its own at 3,600 rpm it pushes the rod backwards to close the throttle partway.
What you're supposed to be pulling on is indeed the arm with its long hand lever cut off, where the cable is already attached. But the arm to the left with the 3 tiny holes in it is the arm that's supposed to bump its "flag" sticking up into the throttle limiting screw with the spring around it. Looks like separate things I can't decipher, could probably see better if the carb was put back in place
