Where is the cable moving? In pic 3, I would have clamped the cable end cap insted of clamping just the cable. It would probably stop some movement of the cable

That's where it was clamped at. But it moved. I'll give it a try today again.

A good Idea I found, was to tin the ends with solder. about 2" or so. That gives the ends some stability so it doesnt fray when clamped.

That is a great idea, I do it all the time. However, in this case, I think he's referring to the shield, not the inner cable

To me, this seems a symptom of a larger problem. I believe your pedal has too much throw. When you drop the hammer, the cable is trying to pull more than the throttle lever has to offer. The best remedy for this is a throttle stop. Something that will physically stop your gas pedal from travelling any further than is necessary to max out the throttle lever. The best way to do this is to have a steel tab located ahead of the pedal with a hole in it, and install a bolt. Use a nut on either side of the tab to adjust how far out the bolt sticks, so that the pedal arm strikes the bolt head just as the throttle arm on the engine hits WOT.

I thought this was the issue at first, but the thing is when I push in the pedal it moves the inner cable with no problem, but after the throttle on the engine travels about half way it gets hard and then the outer shield moves. It actually damaged the outer shield when it did it the first time. I already loosen the arm so it moves freely. And removed the spring I had put on it thinking the spring was to much for the throttle return. Put the issue is still there. This weekend I'm gonna try to run the cable to where it comes out of the engine from the side and see what happens. Thanks guys.

Perhaps if you try a new longer cable/casing all together. See if that helps. It could be a kink in the line somewhere and that the pulling.

Also a problem for me with my bike when I first built it, the throttle had a tight bend in the casing which caused a hard throttle pull. loosening the bend to a more gradual loop made all the difference. My cable is routed the same manner.
