I'm going to guess there used to be a Briggs at one point in time installed upon this kart... From what I've seen there is a shorter throw for the throttle from idle to wot on those...
You might have to relocate the stop further back to allow more travel, to get WOT.

Any suggestions on how to relocate? Imagine welding involved?
Would cutting the spring or a shorter spring help?

The brake rod uses something like this to limit the return spring, what is this part called?
Could I run the throttle rod through mount and the attach this piece to limit travel?

You're pulling the cable at angles. On the frame will that bolt rotate to topside where it can pull straight? On the engine the cable should be on the left side of the cable clamp where that black wire is, speaking of which that black wire looks like it might be hitting the throttle arm? Might not keep it from opening but could be a surprise if it snags at some point and doesn't return to idle. That's why kill switches are always a great idea.
I would try the clamp on the engine first. Once the cable reaches that point in the pic it's pulling the throttle arm in a direction that it won't rotate.
I will switch the RPM gauge black wire and throttle cable around, thanks for the tip!
I did worry about it causing issues with The throttle but all manual tests were good and rode it a few hours for the first time this weekend with no issue.
