throttle adjustment

hi, i have a 5hp briggs tiller engine it only runs wide open ,when i opened the fuel tank it was full of very bad gas and trash like whoever filled it up last used a old metal gas can and it had to be rusty on the inside. i checked everything and cleaned the carb and replaced the diaphram, cleaned the tank replaced the plug. still start it up it goes straight to wide open won't idle down at all. thanks for any help you can give.

Some (but not many) engines are set up to only run at WOT; we will need to see pics of your carb & linkage setup to determine exactly what the problem is
