Thoughts/ID on this kart?

The search is on! I found this one in town for $200 with out a motor, any thoughts or an ID on it?

I tried a reverse image, but wasn't able to find anything on it.

Thanks, I figured with the rounded tubes on the back it was a production frame.

That hoop for the steering wheel might make it hard for me to ride ;-)

Lotsa guys have tubing benders, with dies they don't cost much.....

When compared to a CNC machining center!

Your legs go outside of the hoop/steering shaft support.

Homebuilt, possibly a Carter. The steering and pedals make me the Carter, but everything else says otherwise.
