68Kaiser, I can't help you on the engine diagnosis, but my suggestion might be to find a dune buggy frame and put in on there.
When I say "dune buggy", I mean something like a Yerfdog 3202 with some reinforcements. They can be had fairly cheap (albeit in rough shape) on Craigslist.
What you really should do it find an old VW dune buggy (some are street legal) and maybe put the engine on there. Those frames could handle the power, but they usually go for several 1000 dollars.
Maybe you could find a rolling chassis?? I've seen a few of those on Craigslist. Or maybe even put up a wanted ad for a chassis with no engine.

Panhead we are on the same boat. I will most likely mod a frame or make one all together. I have one locally sitting in a field but it has no suspension.. welder and tubing bender can fix that. I have the 550 firing now so this project is ready to sit and wait, i need to finish a bike build and a few more projects before this one.

CV carbs i assume? most of those slides are plastic...so be careful. i would soak in pb blaster and gently pry/wiggle. may be best to buy a good used set of carbs.

I put a Nighthawk 750 in my kart and it is an absolute blast!!!!! Lots of videos on you tube to fix almost anything.
